Yes. If a water well is constructed exceeding state minimum standards then yes, the water well can be safe to drink.
Bacteria is complex but yet simple. You may find when testing your well that there is a chloroform present in your water. That does not necessarily mean that your well is contaminated.
There are many pathways for this to get into your water systems. One of them is sampling techniques by untrained individuals, repairs on the water system including house plumbing, water softener repair, or pump or water system repair.
All wells need to be chlorinated to disinfect the water system after repair. Including your kitchen sink. Any leak around a faucet handle is a place where the bacteria can grow and form.
